The following position is available with the Oklahoma Department of Career and Technology Education.
Ensure agency's assets are protected through planning and completion of internal and sub-recipient audits. Identify inadequate, inefficient, or ineffective internal controls and recommend improvements.
Requires bachelor's degree in accounting, finance-related area or business administration. Requires a minimum of three years' experience as an internal or external auditor. Governmental auditing experience preferred.
Professional certification as a certified public accountant and certified internal auditor is preferred, though other relevant certification factors may be considered. Requires valid driver's license.
Must be self-motivated. Must be proficient in financial accounting principles and techniques. Must have ability to exercise proper judgement, tact, and leadership. Knowledge of Fair Labor Standards Act preferred. Requires ability to operate 10-key calculator by touch. Knowledge of Microsoft Office Suite or comparable software required.
Position based in Stillwater, OK. Requires occasional overnight travel.
Plan financial audits by understanding organization objectives, structure, policies, processes, internal controls, and external regulations.
Perform the full audit cycle including risk management and control management over operations' effectiveness, financial reliability, and compliance with all applicable directives and regulations.
Determine audit scope, develop annual audit plans with input from agency and provide written progress reports to agency state director.
Assess compliance with financial regulations and controls by executing audit program steps; testing general ledger, account balances, balance sheets, income statements, and related financial statements; and examining and analyzing records, reports, operating practices and documentation.
Prepare audit findings memorandums and present reports that reflect audit results and document the process.
Coordinate and perform sub-recipient financial monitoring for compliance with applicable state and/or federal laws.
Comply with the Institute of Internal Auditors Code of Ethics.
Engage in continuous knowledge development by participating in educational opportunities; reading professional publications; maintaining personal networks; and participating in professional organizations.
Coordinate with external CPA firm(s) for the audit of the
CareerTech student organizations. Review the audit reports for compliance with the Statement of Financial Accounting Standards #17, Financial Statements of Not-for-Profit Organizations.
Salary/Benefits: $54,159 - $62,283 commensurate with education or experience. Total salary and benefits package valued at $66,529 - $75,264.
